Nintendo Network ID eshop access in Quebec under 13

Hi,

I live in Quebec (Canada) and and i succesfully set-up a nintendo network id for my kid ( 6 years old ) on his 3ds. But he does not have access to eshop. I think its because of a law which does not allow kids under 13 to access the eshop.

Questions :

1) How can I buy digital only games for him ?

2) If he own a cartridge which requires an update from the eshop, how can i do that?
