Merging nintendo id?

So... Here's the rundown.

I had a 3ds, and I made a Nintendo ID with it.

I got a New 3ds XL, and accidentally made a second ID with that.

I eventually got my first Nintendo ID on my New 3ds XL, after a lot of work.

There are still games on the second account I want to play, as well as the ones on my first account.

Is there a way to merge the two accounts, so I can have ALL the games I purchased?
