Region Locking in US and South America.

First time poster.

I am a US citizen but will be living abroad in South America for the next year. I am unclear on region locking. When the "New 3DS" comes out can I :

1. Maintain a US profile and transfer my system data to a "New 3DS" purchased in South America?

2. Can I access the US or North America Eshop while in South America?

I buy all digital copies of games, but I didn't know if I could day 1 purchase the "New 3DS in South America" or if I should get one shipped to me. I now Pal is North America, but I can't find a defintive South American region locked 3DS. Thank you so much for the help!!
